Erm, a "forbidden" error doesn't mean you have to pay, it means the webserver is misconfigured or permissions are somehow wrong, so that the webserver doesn't think you (the general public) has 'read' access to the files you're aiming at. It's just a status indicator to point at a permissions problem.
